			<content:encoded><![CDATA[<p>The City of Three Rivers Water Department is shutting water off in an area on Thursday, June 24, 2010 from 9 a.m. to aproximately 11 a.m. to retire a water main on South Andrews.  Affected homes include those on Spring Street, Andrews Street, Lafayette Street, Constantine Street, Millard from Andrews to Constantine, and King Street.</p>
<p>In case of unforeseen problems or weather, we would reschedule for Friday, June 25th at the same time.  After water service is resumed, you may have rusty water and may need to flush your outside water spigot by letting it run for several minutes.  If you have questions, please call the Department of Public Services at 273-1845.</p>

<p>On June 15, 2010 the City of Three Rivers reviewed the goals and objectives of the Draft Five Year Parks and Recreation Plan. During the televised meeting it was indicated that the plan could be reviewed at the following locations:</p>

<p>Comments on the plan may be directed in writing or via phone to the City Clerk, Lindsay Howes, at the above address or 269-273-1075 ext105.</p>
<p>Two Public Hearings will be held to listen to public input. The hearings will be held on Tuesday, July 6 at 6:00 pm and Tuesday, July 20, 2010 at 6:00 pm. Both hearings will be held at City Hall at the above address. On July 20th City staff will be available for discussion at 5:00 pm at City Hall.</p>
<p>The plan includes an inventory of City-owned parks, park descriptions, previously obtained grant funding and goals for the parks. It also incorporates the recently completed Trails Master Plan. The parks plan is a means to prepare for future funding opportunities with the Michigan Department of Natural Resources and Environment or other sources, provide topics of discussion during the budget process, and guide work that can be completed by City staff.</p>

			<content:encoded><![CDATA[<p>The City of Three Rivers will hold a public hearing on the proposed Clean Water Revolving Funds Project Plan improvements for the purpose of receiving comments from interested persons.</p>
<p>The hearing will be held at 6:00 P.M. on Tuesday June 15, 2010 at the City Hall located at 333 W. Michigan Avenue, Three Rivers, MI 49093.</p>
<p>The purpose of the proposed improvements addressed in the Project Plan are intended to address the DNRE Violation Notices regarding the Clean Water Plant, reduce Inflow and Infiltration in the collection system by replacing or relining portions of the system, and remove bottlenecks in the existing system.</p>
<p>It is expected that construction of the improvements will include Clean Water Plant improvements involving the primary, preliminary, and secondary treatment, and solids handling; and sanitary sewer collection system projects involving replacement and rehabilitation.</p>
<p>Impacts of the proposed improvements include roadway removal and replacement associated with the sanitary sewer main and lateral replacement projects, minimal surface disturbance for the sanitary sewer main and manhole relining projects, and directional drilling for a sanitary sewer river crossing project; and minor disturbances at the Clean Water Plant for upgrades to and replacement of existing equipment.</p>
<p>The total construction costs for the proposed improvements are estimated at $3,903,700. The proposed improvements could increase the City’s sewer customers’ monthly bills by an amount not to exceed $9.40. This rate does not include the Village of Constantine’s residents and the City will determine the appropriate cost distribution prior to loan closing.</p>

<p>The hearing will be held at <strong>6:00 P.M. on Tuesday April 20, 2010</strong> at the City Hall located at 333 W. Michigan Avenue, Three Rivers, MI 49093.</p>
<p>The purpose of the proposed improvements addressed in the Project Plan is to address the preliminary MDNRE order received by the City in November 2009 regarding disinfection of the City’s drinking water system, and additional drinking water distribution system projects throughout the City.</p>
<p>It is expected that construction of the improvements will include a disinfection system, iron removal system, 4-inch water main replacement in a few key locations, water main relocation in a few key locations, and completion of water main loops in a few key locations.</p>
<p>Impacts of the proposed improvements include removal and replacement of existing roadways and water main in a few key locations throughout the City. Impacts also include a new building or expansion of existing buildings at the well fields for the construction of disinfection, fluoridation, and iron removal systems.</p>
<p>The total construction costs for the proposed improvements are estimated at $5,117,550. The proposed improvements are expected to increase the user costs by an estimated $12.61 per month.</p>
<p>A copy of the Project Plan detailing the proposed projects is available for inspection at the following location: Three Rivers City Hall, 333 W. Michigan Avenue.</p>

			<content:encoded><![CDATA[<p><a href="http://www.threeriversmi.us/wp-content/uploads/2009/11/tap-water.jpg"><img class="alignleft size-thumbnail wp-image-321" title="tap-water" src="http://www.threeriversmi.us/wp-content/uploads/2009/11/tap-water-150x150.jpg" alt="tap-water" width="150" height="150" /></a>The City is experiencing an increase in rusty water complaints throughout the City.  We believe much of the problem is from the chlorination of the system as a result of positive bacteriological tests in the fall months.  We are investigating the cause of the positive samples.  We will continue to monitor the water supply and chlorinate as recommended. </p>
<p>Chlorine is an oxidizer, and it is reacting with the iron in the water and the deposits in the water mains.  We are doing our best to combat the problem with hydrant flushing as we receive complaints.  If we are required to continue chlorination indefinitely, we will need to also plan to treat or filter our water to eliminate the rust. </p>
